    A Resounding Victory for LGBTQIA+ Rights: The UN Mandate Renewed!

    Today, we at PridePakistan.org are celebrating a truly momentous occasion that sends a powerful message of hope and determination across the globe. The United Nations Human Rights Council has officially renewed the mandate of the Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity (IE SOGI) for another three years!

    This is a victory that cannot be overstated. The IE SOGI is the only position within the entire UN system solely dedicated to addressing the human rights of LGBTQIA+ and gender-diverse people worldwide. Since its creation in 2016, this Independent Expert has been an absolutely vital voice for our communities – diligently documenting human rights violations, offering support to victims and survivors, engaging directly with governments, and providing crucial advice on international law and inclusive public policy.

    The importance of this renewal is underscored by the current global climate. As highlighted in the current Independent Expert’s 2024 report, LGBTQIA+ people around the world are facing intensifying waves of violence, disinformation, and political scapegoating. These threats are often fueled by well-coordinated anti-rights movements, making the continuation of this mandate crucial for sustaining international pressure, visibility, and accountability when our communities most urgently need protection.

    This incredible achievement was not a given; it was the result of an extraordinary, tireless campaign led by civil society. An astounding 1,259 non-governmental organizations from 157 countries and territories, including Pride Pakistan, stood united in defense of LGBTQIA+ rights. In past Pride Pakistan has visited the UN Human Rights office to submit a comprehensive report and data on behalf of Pride Pakistan. This significant contribution was made to the Independent Expert on Sexual Orientation and Gender Identity (SOGI) in preparation for the 59th session of the UN Human Rights Council. Our report addresses the critical issue of protection against violence and discrimination based on sexual orientation and gender identity, particularly in relation to forced displacement.     کراچی، 3 جولائی 2025 – آج، ہمارے دل ناقابلِ بیان غم اور شدید غصے سے بوجھل ہیں۔ ہمیں یہ افسوسناک خبر ملی ہے کہ کراچی میں ایک نوجوان ہم جنس پرست شخص کو مبینہ طور پر اس کے اپنے والد نے بے دردی سے قتل کر دیا ہے۔ یہ خوفناک فعل پاکستان میں LGBTQ+ افراد کو درپیش خطرناک حقیقت کی ایک دل دہلا دینے والی، واضح یاد دہانی ہے، جہاں ایک کوئیر شخص کے طور پر موجود ہونا ہی موت کی سزا بن سکتا ہے۔

    ہمیں مزید یہ جان کر شدید تشویش ہے کہ اب تک خاندان یا پولیس کی جانب سے کوئی پہلی معلوماتی رپورٹ (FIR) بھی درج نہیں کی گئی ہے۔ کارروائی کا یہ چونکا دینے والا فقدان گہرے تعصب اور لاپرواہی کی نشاندہی کرتا ہے جو ایسے مظالم کو بغیر سزا کے، اور اکثر اوقات بغیر کسی ریکارڈ کے، جاری رکھنے کی اجازت دیتا ہے۔

    قانونی ڈھانچے سے ہٹ کر، قدامت پسند مذہبی اور سماجی اصولوں سے تقویت یافتہ ہم جنس پرستی کی وسیع پیمانے پر پھیلی ہوئی ثقافت ایک ایسا ماحول پیدا کرتی ہے جہاں LGBTQ+ افراد کے خلاف تشدد کو نہ صرف برداشت کیا جاتا ہے بلکہ اکثر اس کا جواز بھی پیش کیا جاتا ہے۔ “غیرت کے نام پر” قتل، جبری ہم جنس شادی، اصلاحی ریپ، اور شدید سماجی بائیکاٹ بھیانک حقیقتیں ہیں۔ بہت سے کوئیر افراد مسلسل خوف میں زندگی گزارنے پر مجبور ہیں، اپنی شناخت اپنے قریبی رشتہ داروں سے بھی چھپاتے ہیں، ان کی زندگیاں خود کو بچانے اور اپنی اصلیت کی آرزو کے درمیان ایک مسلسل رسی پر چلنے کے مترادف ہیں۔

    ایسے معاملات میں FIR درج کرنے میں قانون نافذ کرنے والے اداروں کی ناکامی – یا ان جرائم کی اصل نوعیت کو تسلیم کرنے میں بھی ناکامی – انصاف کے لیے ایک تباہ کن دھچکا ہے۔ یہ نہ صرف متاثرین اور ان کے خاندانوں کو قانونی چارہ جوئی کے حق سے محروم کرتا ہے بلکہ استثنیٰ کے ایک چکر کو بھی جاری رکھتا ہے جو مجرموں کو مزید حوصلہ دیتا ہے۔ سرکاری شناخت کے بغیر، پاکستان میں LGBTQ+ لوگوں کے خلاف تشدد کا اصل پیمانہ پوشیدہ رہتا ہے، جس سے انسانی حقوق کی تنظیموں کے لیے تبدیلی کی وکالت کرنا اور ضرورت مندوں کو مدد فراہم کرنا مزید مشکل ہو جاتا ہے۔

    Karachi, July 3, 2025 – Today, our hearts are heavy with unspeakable grief and profound outrage. News has reached us of the brutal killing of a young gay man in Karachi, allegedly at the hands of his own father. This horrific act serves as a chilling, stark reminder of the perilous reality faced by LGBTQ+ individuals in Pakistan, where the very act of existing as a queer person can be a death sentence.

    We are further distressed to learn that, as of this moment, no First Information Report (FIR) has even been registered by the family or the police. This shocking lack of official action speaks volumes about the systemic apathy and deep-seated prejudice that allows such atrocities to go unpunished and, often, undocumented.

    This is not an isolated incident. The story of this young man, whose life was so cruelly cut short, is a tragedy that echoes in countless untold stories across Pakistan. How many more queer individuals suffer violence, harassment, and even death, their cases never reaching the public eye, never making it into official records? How many families, driven by misplaced notions of “honor” and societal pressure, silence their own, erasing their existence from every register?

    In Pakistan, homosexuality remains criminalized under laws inherited from the colonial era, with penalties ranging from fines to life imprisonment. While convictions under these laws are rare, they provide a legal basis for societal discrimination, extortion, and violence. Sharia law, though rarely enforced with the death penalty due to high proof requirements, casts a long shadow of fear.

    Beyond the legal framework, a pervasive culture of homophobia, fueled by conservative religious and societal norms, creates an environment where violence against LGBTQ+ individuals is not only tolerated but often justified. “Honor” killings, forced heterosexual marriages, corrective rapes, and severe societal ostracization are grim realities. Many queer individuals are forced to live in constant fear, hiding their identities even from their closest relatives, their lives a perpetual tightrope walk between self-preservation and the yearning for authenticity.

    The failure of law enforcement to register FIRs in cases like this – or to even acknowledge the true nature of these crimes – is a devastating blow to justice. It not only denies victims and their families the right to legal recourse but also perpetuates a cycle of impunity that further emboldens perpetrators. Without official recognition, the true scale of the violence against LGBTQ+ people in Pakistan remains hidden, making it even harder for human rights organizations to advocate for change and provide support to those in need.

    PridePakistan.org condemns this heinous act in the strongest possible terms. We mourn the loss of this young life and stand in solidarity with all LGBTQ+ individuals in Pakistan who live under the shadow of fear and violence. We call upon the authorities to immediately register an FIR in this case and ensure a thorough and transparent investigation, bringing the perpetrator(s) to justice. We urge civil society, media, and international human rights bodies to shine a light on these silent tragedies and demand accountability.

    The time for silence is over. We must speak out, amplify the voices of the unheard, and continue to fight for a Pakistan where every individual, regardless of their sexual orientation or gender identity, can live with dignity, safety, and freedom.     This Pride Month, Pride Pakistan is honoured to highlight a significant contribution from our founder, Ali Raza Khan. Ali was invited by the Asia Pacific Network of YKP (Youth LEAD AP) to share a video message as part of their impactful “Queer Joy as Resistance” series for Pride Month 2025.

    Youth LEAD AP featured Ali’s message, emphasizing its core theme:

    “As Part II of our Queer Joy as Resistance videos, we hear from Ali from Pride Pakistan.

    ‘Queer joy can be found in intimate and resilient safe spaces… when they want us to live in shame and fear, our laughter is a rebellion.’ 💖

    In his message, Ali Raza Khan, an HIV-positive queer activist, addressed the critical importance of joy in the ongoing struggle for LGBTIQ+ rights and acceptance, particularly within the Pakistani context.

    He began by acknowledging the systemic discrimination faced by young LGBTIQ+ individuals in Pakistan, noting the rise of anti-gender and anti-rights movements that seek to erase their existence and deny their humanity.

    However, Ali emphasized that resistance extends beyond merely fighting oppression. “Our resistance,” he stated, “is not just about fighting back against oppression. It’s also about embracing and celebrating who we are.”

    Defining queer joy from his perspective and within the Pakistani context, Ali described it as “that spark in our eyes when we find someone who understands our journey without a word; the hamsafar, who see us, celebrate us, and stand by us, no matter what; a shared laugh over a coded joke.” He highlighted that in Pakistan, “where public expression can be frightening, queer joy is often found in these intimate, resilient safe spaces, online, in trusted circles, and deep within ourselves.”

    Central to his message was the powerful assertion: “When they want us to live in fear and shame, our laughter is a rebellion.”

    Ali Raza Khan then outlined how the community can continue to use this joy as a form of resistance:

    1. By Living Authentically: Encouraging individuals to live true to themselves, as each act of authenticity chips away at fear.
    2. By Building and Nurturing Communities: Stressing the importance of these spaces, online or offline, as lifelines for strength and belonging.
    3. By Celebrating Each Other Loudly: Highlighting how celebrating individual happiness and achievements strengthens the collective spirit.
    4. By Extending That Joy Outwards: Explaining that joy can be infectious, capable of educating, challenging misconceptions, and building crucial bridges.

    Concluding his message, Ali underscored the vital role of joy in the Pakistani context. “In Pakistan, where the fight for rights is ongoing and often uphill, our joy is our fuel and armour,” he affirmed. “It reminds us what we are fighting for: a future where every young LGBTIQ+ Pakistani can live freely, safely, and joyfully.”
